What is the difference between the point and the point of running neutral ground?

In the analysis of energy systems, we use these two terms. But what is the difference between these two "neutral" point on the earth "?

The neutral point is usually the point where networks power distribution voltage is measured against. The grounding point is the point in generating electricity or post where the network is neutral to ground. Therefore, the neutral point on Earth can vary several volts / ground potential, because of the current freeze the intermediate distance.
